The mandate

Company-level attestations no longer clear the bar

Executive Order 14415 directs the Department of War to require a complete, indentured bill of materials — every component traced to its raw-material origin — plus supplier vetting for foreign ownership, control, and influence, at any tier.

An attestation isn't evidence. To receive a waiver, contractors must fully map the chain from raw material to final military product and show they tried to re-source. A supplier's signature does neither.

Company-level screening — ownership stakes, headquarters registrations — flags exposure that may not be real and misses the deep-tier risk that is. And approvals are point-in-time; value chains are not. Suppliers get acquired and shift sourcing between cycles, unseen until the next review.

In August 2026 the U.K. Ministry of Defence found cameras on Royal Navy sea drones signalling a Chinese IP address. The manufacturer had assurances, but a third-party component carried Chinese-made parts, caught by a routine check, not the review that cleared it.

The Blue UAS Cleared List is the standard for federal drone procurement, and AUVSI's Green UAS certification is the most direct on-ramp. Agencies across DoW, DHS, DOJ, and DOI rely on it, so eligibility is a competitive advantage — but holding it while you iterate designs and requalify suppliers is where the process breaks. August 2026 Section 232 tariffs raise the stakes: 100% from September 3 on drones over 25 kilograms or with thermal imaging and certain critical components, 25% on smaller platforms and other components, and 15% for allied sourcing (10% for the U.K.) — but only where substantially all hardware, software, and technology originates there or in the U.S. Qualifying is a component-origin evidence problem.
